2. Vehicle Retirement


For vehicles that are high-polluters or have failed a smog test and the cost of repairs is too high, this option provides a financial incentive to voluntarily retire the vehicle from the road.

Eligibility: The vehicle must have failed its most recent smog check (for reasons other than a non-functioning gas cap or ignition timing) and must have been continuously registered in California for the two consecutive years preceding the application, without a lapse of more than 120 days.

Financial Incentive:

Consumers who meet household income requirements may receive $2,000 for each vehicle retired.

Consumers who do not meet the income requirements may receive $1,350 for each vehicle retired.


Who is Eligible for CAP?


Eligibility for both the repair assistance and vehicle retirement options is based on a combination of factors related to the applicant and the vehicle.

Applicant Requirements:

You must be the registered owner of the vehicle with the title issued in your name.

Your household income must be at or below 225% of the federal poverty level. This is a requirement for the repair assistance option and for the higher retirement incentive. The BAR provides a chart on its website to help you determine if you qualify.

Vehicle Requirements:

For Repair Assistance, your vehicle must have failed its biennial smog check.

For Vehicle Retirement, your vehicle must be drivable and able to be driven to a BAR-contracted dismantler. It must also pass a visual and operational inspection, which includes having all doors, the hood, the windshield, and at least one headlight and taillight present.

Important Note: Participation in CAP is not automatic. You must apply and receive a Letter of Eligibility from the BAR before you begin any repairs or retire your vehicle.

For Vehicle Retirement: Schedule an appointment with a BAR-contracted dismantler. Bring your approval letter and vehicle title to the appointment. The dismantler will verify your vehicle's eligibility and issue you the financial incentive after taking possession of the vehicle.
